About Rob Panman

Rob joined UP3 in 2025 as Chief Operating Officer, responsible for scaling the business across a broad remit spanning operations, professional services, managed services, strategy, finance, people, IT, legal and governance. He's spent his career building and scaling the systems that make a business work, helping fast growing companies build maturity without losing momentum.

Before UP3, Rob was founding COO at Garrison Technology. He helped grow the business from five people and no revenue to 175 staff across the UK, US and Italy, with revenues exceeding £20m and around £55m raised in VC funding, before leading the operational side of the company's sale to US defence firm Everfox in 2024.

Earlier, at Detica (acquired by BAE Systems), he started as a hardware and firmware engineer before moving into delivery and leadership roles, ultimately running the Network Intelligence department, a 120 person team delivering high performance data analysis capabilities to government and defence clients.
